लॉकडाउन के दौरान नकदी संकट झेल रहीं चीनी मिलों और किसानों के लिए अगला साल भी मुश्किलें खड़ी करने वाला है। कम खपत के चलते चीनी मिलों को चीनी बेचने में दिक्कत आ रही है तो क्रूड ऑयल सस्ता होने से एथेनॉल की मांग भी घटी है। इन वजहों से चीनी मिलें नकदी संकट झेल रही हैं जो अगले साल और बढ़ने के आसार हैं। माना जा रहा है कि किसानों को गन्ना बेचने और भुगतान की समस्या भी खड़ी होगी।

भारत दुनिया में सबसे अधिक चीनी पैदा करता है, और खपत भी करता है, लेकिन लॉकडाउन से जो खपत होती थी, वह नहीं हो पा रही है। चीनी मिलों के पास स्टॉक बढ़ रहा है। अगले साल इसके और बढ़ने के आसार हैं। जाहिर है कि अगर चीनी नहीं बिकेगी तो किसानों के भुगतान में दिक्कत आएगी।

भारत सरकार सरकार के अधीन कार्य करने वाले ‘कृषि मूल्य एवं लागत आयोग’ के अनुसार भारत में हर साल चीनी की खपत 275 लाख टन की है, जो कि कुल उत्पादन का करीब 65-70 प्रतिशत होती है। भारत का चीनी उद्योग करीब एक लाख करोड़ रुपये का है, आयोग के अनुसार वर्ष 2018 तक भारत में 732 चीनी मिलें स्थापित हैं, जिनमें 524 चालू हैं।

चीनी की खपत घटी
उत्तर प्रदेश चीनी मिल संघ के महासचिव दीपक बुखारा कहते हैं, ये जो 70 प्रतिशत चीनी की खपत भारत में होती है। शीतल पेय बनाने वाली कंपनियां, आइसक्रीम, मिठाई की दुकानों, शादी समारोहों पर सबसे अधिक चीनी की खपत होती है। जो लॉकडाउन के कारण ठप है।

इस समय सिर्फ घरों में सप्लाई हो रही है। चीनी मिलों का स्टॉक बढ़ रहा है, बिक्री न होने से नकदी का संकट भी पैदा हो रहा है। अगर एक्सपोर्ट और चीनी की खपत नहीं बढ़ी, तो अगले पूरे साल चीनी के मूल्य दबे रहेंगे, साथ ही, अगले सीजन में किसानों के भुगतान पर संकट गहरा सकता है।

दीपक अगले सीजन के संभावित संकट को कुछ इस तरह समझाते हैं, ‘चीनी मिलें पूरे साल चीनी बेच कर अपना खर्च चलाती हैं, और किसानों को भुगतान भी करती रहती हैं। अगर चीनी नहीं बिकेगी तो, अगले साल के स्टॉक में जुड़ जाएगी, और अगले गन्ने के सीजन की चीनी भी आ जाने से स्टॉक बढ़ेगा, तो अधिक चीनी खपानी होगी।

मिलों के सामने नकदी का संकट बढेगा’।मुजफ्फरनगर के अमीनगर सराय निवासी गन्ना किसान रघुनंदन शर्मा भी इस खतरे को भांप रहे हैं। कहते हैं, इस साल अपना गन्ना जैसे-तैसे बेच लिया लेकिन उनके गांव में बहुत गन्ना खेतों में खड़ा है। अब अगर मिलों की चीनी नहीं बिकेगी तो समस्या अगले साल और बढ़नी ही है, जिसका सीधा असर हम किसानों पर पड़ेगा।

अंतरराष्ट्रीय चीनी उद्योग पर असर
आने वाला साल चीनी मिलों और किसानों के लिए किस तरह से दिक्कत वाला होगा इसे समझाते हुए सीतापुर जिले में स्थित एक चीनी मिल के अधिकारी ने नाम न छापने की शर्त पर कहा : दुनिया में क्रूड ऑयल की कीमतें कम चल रही हैं, ब्राजील में ऐथेनॉल की खपत कम होगी, तो वो चीनी बनाएगा।

अंतरराष्ट्रीय स्तर पर सबसे अधिक चीनी का एक्सपोर्ट ब्राजील ही करता है। मौजूदा समय में विश्व में कुल निर्यात का 44.7 प्रतिशत अकेले ब्राजील करता है, जबकि भारत की इसमें हिस्सेदारी महज 3.2 प्रतिशत ही है। अगर ब्राजील सस्ती कीमत पर चीनी निर्यात करेगा तो भारत के लिए निर्यात और मुश्किल होगा।

लॉकडाउन में हमारा चैलेंज था, कि गन्ने की पेराई करा दें, पूरे भारत को देखें तो यूपी अकेला ऐसा राज्य है जिसने अकेले 119 मिलें चलाईं. निंरतर गन्ने की पेराई हो रही है, छह मई तक के आंकड़ों के अनुसार हम पिछले साल की तुलना में इस साल चार करोड़ क्विंटल गन्ने की अधिक पेराई कर चुके हैं। किसानों का 55 प्रतिशत भुगतान हो चुका है, जैसे ही परिस्थितियां बदलती हैं, हम गन्ना किसानों का भुगतान कराएंगे। – सुरेश राणा, कैबिनेट मंत्री, चीनी उद्योग एवं गन्ना विकास, उत्तर प्रदेश

15 जून चक चलाई जाएंगी चीनी मिलें
इस दौरान हमारे सामने चीनी मिलें चलाने का संकट सबसे पहले था, हम गन्ने की पेराई कर रहे हैं, 15 जून तक चीनी मिलें चलेंगी। नकदी संकट के दौरान पूरी कोशिश होगी कि चीनी मिलें जितने की भी चीनी बेचें, उसका 85 प्रतिशत गन्ना किसानों को भगुतान अवश्य हो, बाकी से वे अपना खर्च चलाएं। -संजय आर भूसरेड्डी, गन्ना एवं चीनी आयुक्त

खपत कम होने से चीनी की कीमतें भी घटीं
इस लॉकडाउन का असर चीनी की कीमतों पर पड़ा है, उत्पादन की अपेक्षा खपत कम होने से 3300 रुपये प्रति क्विंटल बिकने वाली चीनी को आज 3100 रुपये प्रति क्विंटल पर आ गए हैं। नकदी संकट से जूझ रही चीनी मिलों को यूपी सरकार ने सहूलियत देते हुए आदेश दिया कि वह किसानों को सीधे चीनी दे सकती हैं, लेकिन यह प्रस्ताव भी किसानों को रास नहीं आया।

‘इस्मा’ के महानिदेशक अविनाश शर्मा ने एक एजेंसी को जानकारी देते हुए कहा कि मौजूदा हालात में चीनी मिलों पर किसानों का बकाया बढ़कर 18,000 करोड़ रुपये हो गया है, जबकि बीते माह मार्च-अप्रैल में चीनी की बिक्री पिछले साल के मुकाबले 10 लाख टन कम हुई है।
