फिलहाल 11 में से 10 देश लॉकडाउन के बाद नए मरीजों की पहचान करने और उनकी संख्या को रोकने में कामयाब हुए हैं। 11वां देश भारज है जिसे फिलहाल यह कामयाबी अभी नहीं मिली है। लॉकडाउन के 40 दिन पूरे हो चुके हैं और देश तीसरे लॉकडाउन में प्रवेश कर चुका हो। ऐसे में ऑक्सफोर्ड यूनिवर्सिटी ने भी लॉकडाउन कठोरता सूचकांक में भारत को सबसे निचले पायदान पर रखा है। जिसमें बताया है कि लॉकडाउन के 38 दिन बाद भारत में मरीज बढ़ रहे हैं।
चीन, रूस, बेल्जियम, जर्मनी, यूके, डेनमार्क, आयरलैंड जैसे देशों में लॉकडाउन लागू होने के कुछ रोज बाद ही मरीजों का ग्राफ गड़बड़ाने लगा। वजह थी मरीजों की ट्रेसिंग, जांच और आइसोलेशन (पृथक करना)। भारत में 21 दिन के पहला लॉकडाउन में जांच की गति काफी मंद थी।
दूसरे चरण में आते आते गति बढ़ी और मरीजों का आंकड़ा भी। फ्रांस, स्पेन और इटली में भी लॉकडाउन के दौरान नए मरीजों की संख्या घटी लेकिन भारत में 38 दिन बाद पहली बार 2411, फिर 3 हजार से ज्यादा मरीज सामने आए हैं। हर दिन 40 से 50 हजार सैंपल की जांच हो रही है।
विशेषज्ञों के अनुसार, भारत महामारी से लड़ने में तैयार नहीं था। जब 25 मार्च को लॉकडाउन हुआ तब न ज्यादा कोविड अस्पताल तैयार थे और न ही जांच के लिए पर्याप्त लैब थीं। हर दिन महज चार से पांच हजार सैंपल की जांच हो रही थी और आंकड़ा भी वहीं 3 से 4 फीसदी के आसपास सामने आ रहा था, लेकिन दूसरे चरण में भारत ने लैब के साथ जांच बढ़ाईं तो परिणाम सामने है।
चेन्नई के जनस्वास्थ्य विशेषज्ञ डॉ. सुदीप्तो गर्ग का कहना है कि सरकार हर दिन एक लाख सैंपल की जांच करने की बात कर रही है। मार्च के पहले सप्ताह से ही जांच बढ़ाने पर सवाल पूछे जा रहे हैं। एक लाख जांच लॉकडाउन के साथ शुरू होती तो अब तक करीब आधी आबादी की जांच हो चुकी होती।
उन्होंने कहा, 27 जनवरी को जब केरल में पहला केस मिला था, इसके बाद 1 मार्च तक देश में सिर्फ तीन ही केस थे। उस वक्त लैब की क्षमता और कोविड अस्पतालों को बढ़ाया जा सकता था लेकिन हमने आंकड़ों के बढने का इंतजार किया और 25 मार्च के बाद राज्यों से लैब के लिए आवेदन मांगे गए।
डब्ल्यूएचओ कई बार कह चुका है कि सिर्फ लॉकडाउन ही पर्याप्त नहीं है। इसे लागू करने के साथ ही जांच, मरीजों की पहचान, आइसोलेशन और उन्हें उपचार के जरिए इस लड़ाई को जीता जा सकता है।
यहां मिलने लगे मरीज
22 मार्च को जर्मनी में लॉकडाउन लागू होने के ठीक छह दिन बाद मरीजों की संख्या तेजी से सामने आने लगी थी। ठीक इसी तरह फ्रांस (16), स्पेन (18), यूके (20), डेनमार्क (28), और बेल्जियम में 20 दिन बाद मरीज सामने आए और उनकी पहचान के साथ लॉकडाउन में ही ग्राफ नीचे की ओर बढने लगा।
पहले 10 हजार कोरोना संक्रमित 75 दिन में मिले थे। आठ दिन बाद 22 अप्रैल को आंकड़ा 20 हजार पार हुआ। अब 11 दिन में यह संख्या दोगुना होते हुए 40 हजार पार हो चुकी है। इसमें कोई दोराय नहीं कि संक्रमण दोगुना होने और रिकवरी दर में कुछ हद तक सुधार है लेकिन मरीजों के ग्राफ में एक भी बार ठहराव नहीं आया है।
