भारतीय रिजर्व बैंक (RBI) ने उच्चतम न्यायालय से कहा कि कोरोना वायरस महामारी के मद्देनजर वह कर्ज किस्त के भुगतान में राहत के हर संभव उपाय कर रहा है। लेकिन ब्याज माफ करवाना उसे सही निर्णय नहीं लगता है क्योंकि इससे बैंकों की वित्तीय स्थिति बिगड़ सकती है। इसका खामियाजा बैंक के जमाधारकों को भी भुगतना पड़ सकता है। 

रिजर्व बैंक ने किस्त भुगतान पर रोक के दौरान ब्याज लगाने को चुनौती देने वाली याचिका का जवाब देते हुए कहा कि उसका नियामकीय पैकेज, एक स्थगन, रोक की प्रकृति का है, इसे माफी अथवा इससे छूट के तौर पर नहीं माना जाना चाहिए।

रिजर्व बैंक ने कोरोना वायरस लॉकडाउन के कारण आर्थिक गतिविधियों के बंद रहने के दौरान पहले तीन माह और उसके बाद फिर तीन माह और कर्जदारों को उनकी बैंक किस्त के भुगतान से राहत दी है। कर्ज की इन किस्तों का भुगतान 31 अगस्त के बाद किया जा सकेगा। इस दौरान किस्त नहीं चुकाने पर बैंक की तरफ से कोई कार्रवाई नहीं की जाएगी। आरबीआई ने कहा कि इस अवधि का ब्याज भी नहीं लिया गया तो बैंकों को दो लाख करोड़ रुपये का नुकसान होगा।

रिजर्व बैंक ने उच्चतम न्यायालय में सौंपे हलफनामे में कहा है कि कोरोना वायरस महामारी के प्रसार के बीच वह तमाम क्षेत्रों को राहत पहुंचाने के लिए हर संभव उपाय कर रहा है। लेकिन इसमें जबरदस्ती बैंकों को ब्याज माफ करने के लिए कहना उसे सूझबूझ वाला कदम नहीं लगता है, क्योंकि इससे बैंकों की वित्तीय वहनीयता के समक्ष जोखिम खड़ा हो सकता है और उसके कारण जमाकर्ताओं के हितों को भी नुकसान पहुंच सकता है।  

केंद्रीय बैंक ने कहा है कि जहां तक उसे बैंकों के नियमन के प्राप्त अधिकार की बात है वह बैंकों में जमाकर्ताओं के हितों की सुरक्षा और वित्तीय स्थिरता बनाए रखने को लेकर है, इसके लिए भी यह जरूरी है कि बैंक वित्तीय तौर पर मजबूत और मुनाफे में हों। शीर्ष अदालत ने 26 मई को केंद्र सरकार और रिजर्व बैंक से रोक की अवधि के दौरान ब्याज की वसूली करने के खिलाफ दायर याचिका पर जवाब देने को कहा था। यह याचिका आगरा निवासी गजेंद्र शर्मा ने दायर की है।
