दार्चुला के लिपुलेक होते हुए मानसरोवर को जोड़ने वाली सड़क को नेपाल सरकार ने अपना हिस्सा बताया है। इस सिलसिले में नेपाल के विदेश मंत्रालय ने शनिवार को एक विज्ञप्ति भी जारी की है। इसके मुताबिक भारत से नेपाल के भूभाग के भीतर किसी भी प्रकार  की गतिविधि नहीं करने का आग्रह किया गया है। नेपाली भूमि पर हो रही गतिविधियां  रोकने की मांग भी की है।

नेपाल के विदेश मंत्रालय ने कहा कि भारत ने नेपाली भूमि लिपुलेक में सड़क निर्माण करा लिया, फिर शुक्रवार को उद्घाटन भी कर दिया। यह दुखद है। नेपाल सरकार ने सुगौली संधि (सन 1816) का हवाला दिया और कहा कि नेपाल इसका पूरी तरह से अनुपालन कर रहा है। पूर्व में काली (महाकाली) नदी से इधर के सभी भूभाग लिंपियाधूरा, कालापानी और लिपुलेक नेपाल का भूभाग है। 

विदेश मंत्रालय ने आगे कहा कि इस विषय की जानकारी नेपाल सरकार ने पहले ही भारत सरकार को कूटनीतिक नोट के जरिए दी थी। नवंबर 2019 में भी कूटनीतिक नोट मार्फत संबोधन करते आया है। नेपाल सरकार को जानकारी न देने और नेपाली भूभाग में  सड़क बनाने का यह काम ठीक नहीं है।

साथ ही दोनों देशों के प्रधानमंत्री स्तर से सीमा विवाद को आपसी बातचीत के माध्यम से निराकरण करने की सहमति के विपरीत है। नेपाल सरकार ऐतिहासिक संधि, दस्तावेज तथ्य और नक्शा को रखकर नजदीक के मित्र के साथ मिलकर  कूटनीतिक माध्यम द्वारा सीमा की समस्याओं को समाधान करना चाहता है।

भारत द्वारा दार्चुला के लिपुलेक होते हुए मानसरोवर जोड़ने वाली सड़क बनाने के विरोध में प्रदर्शन कर रहे सत्तारूढ़ नेपाल कम्युनिस्ट पार्टी निकट के विद्यार्थी सहित 36 लोगों को पुलिस ने नियंत्रण में लिया है। लॉकडाउन के उल्लंघन के आरोप में उन लोगों को नेपाल पुलिस ने  नियंत्रण में लिया। नेपाल पुलिस ने भारतीय दूतावास के आगे भी प्रदर्शन की आशंका जताई और सुरक्षा व्यवस्था कड़ी कर दी है।
